四川在线记者 何勤华 2月18日，红十字会改革工作座谈会在凉山州西昌市召开。副省长、省红十字会会长杨兴平主持会议并讲话。会前，杨兴平带队到凉山州红十字会和西昌市海河社区党群服务中心，实地了解基层红十字会改革和工作推进情况。 近年来，在省红十字会和各地的共同努力下，全省红十字会改革取得良好成效，21个市(州)红十字会、93个县级红十字会建立党组，事业发展基础得到夯实，高质量发展迈出坚实一步。 会议强调，要深刻理解推进红十字会改革在加强党的领导、促进民生福祉中的重大作用，深入分析改革滞后、作用发挥不明显等问题症结，对症下药，以更大决心、更大力度做好改革“后半篇文章”，打造想干事、善干事、能干成事干部队伍，按章程完成换届，依法设立监事会，拓宽筹资渠道，汇集多方财力物力，严格资金管理，守住廉政红线。要加强基层组织体系和服务阵地建设，充分发挥桥梁纽带作用，全面融入乡村振兴战略，聚焦主责主业，提高人道服务水平，切实增强红十字会的动员力、执行力、公信力、影响力。 2月17日，杨兴平还率队深入西昌市，调研安宁河河湖长制工作，要求认真抓好中央环保督察发展问题整改，加快安宁河干流防洪治理工程建设，推进水污染综合治理，切实筑牢生态安全屏障。
