张婧 四川在线记者 薛维睿 近日，雅安市印发《雅安市公务员平时考核实施细则(试行)》(以下简称：《细则》)，进一步规范完善了平时考核指标设置、考核程序、结果运用等方面内容。《细则》共21条，将政治标准放在首位，注重严管和厚爱结合、激励和约束并重，推动考核工作经常化、制度化、全覆盖。 公务员平时考核考什么？“为推动考核体系更加科学，将指标设置为共性指标、个性指标和弹性指标相结合的方式。”雅安市委组织部相关负责人介绍，共性指标一般包括政治素质、道德品行、工作作风、廉洁自律、出勤情况等；个性指标一般包括完成工作数量、质量、效率，以及工作成效和业务能力等；弹性指标一般包括承担急难险重任务、处理复杂问题、应对重大考验表现等。 具体怎么考？《细则》规定了平时考核的周期和程序，一般按照量化目标—个人小结—审核评鉴—考核评价—确定等次—结果反馈—结果备案的程序进行。其中，个人小结周期以1个月为宜，原则上不超过1个季度，考核评价周期一般不超过1个季度，直接面向群众的窗口单位和服务部门以每月考核1次为宜，第四季度平时考核可与当年年度考核同步实施。 为避免“考而不用”，《细则》如何用也是关键。针对年度考核“一锤定音”的问题，此次将平时考核占年度考核的比例从原来的50%提高到不得低于60%，且明确考核为好、较好、一般、较差4个等次，分别记为10分、8分、5分、2分，公务员当年平时考核总得分按权重计算为当年年度考核中的平时考核得分。
