北京大学国家发展研究院副院长黄益平4月21日在博鳌亚洲论坛2022年年会上表示，我国实行“以我为主”的 货币 政策是有道理的，目前情况下，财政政策应发挥更大作用，比如直接给中小微企业发放补贴等。 黄益平表示，从大方向来说，美联储在宽松和收紧货币政策的时候对世界都是有影响的，这一次仍然需要防范美联储加息的外溢影响。一些发展中国家去年下半年、今年初已经大幅提高 利率 ，就是为了防范美联储 利率 上升影响其国内市场稳定，我国也要关注和防范相关风险。 不过，黄益平也认为，我国市场比较大、经常项目有顺差、 外汇储备 规模较大，总体来说执行一定程度“以我为主”的货币政策是有空间的，但不能排除所有其他因素不变的情况下，美联储大幅收紧货币政策，会在一定程度上挤压我国央行的货币政策空间。 黄益平认为，目前情况下，财政政策应发挥更大作用，比如短期内可考虑拿出一部分预算直接给中小微企业、低收入家庭发补贴。 （文章来源：中国 证券 报·中证网）
