上证报中国 证券 网讯（白丽斐记者李苑）中国发展研究基金会理事长、国务院发展研究中心原副主任张军扩21日在2024中国经济传媒大会暨融合发展交流大会上表示，当前经济运行总体平稳，持续回升基础需要进一步筑牢。日前召开的中央经济工作会议主要安排可概括为“宏观加力、突出重点、综合施策，推动经济持续回升向好”。 　　首先，宏观政策基调更为积极，调控力度将进一步加大。在“实施更加积极有为的宏观政策”的总体要求下，中央经济工作会议提出，要实施更加积极的财政政策和适度宽松的货币政策，打好政策“组合拳”，预示着明年财政、货币政策逆周期调控力度将会更大，从而对进一步改善发展环境、稳预期提信心发挥重要作用。 　　其次，突出扩大国内需求这一重点，长短结合综合施策。“短期来讲，这无疑仍是稳预期提信心的重中之重。”张军扩认为，中央经济工作会议将“全方位扩大国内需求”列为明年重点任务，凸显了中央对扩内需工作的重视，也说明扩内需对于明年进一步推动经济回升向好的重要性。 　　此外，推动标志性改革举措落地见效，发挥改革牵引作用。党的二十届三中全会就进一步全面深化改革和推进高水平开放部署了300多项改革举措，加快推动改革开放举措落地见效，既是当前稳预期提信心的需要，也是经济长期持续高质量发展的根本保障。 　　张军扩强调，要不断加强和改善宏观调控，持续优化体制和政策环境，从而能够推动经济的持续回升向好，也能够为长期持续高质量发展奠定良好基础。 （文章来源：上海 证券 报·中国 证券 网）
