上证报中国 证券 网讯（记者梁银妍）中国人民大学国家金融研究院院长吴晓求1月11日在第二十九届（2025年度）中国资本市场论坛上表示，资本市场是金融强国的重要载体，下阶段必须坚持市场化、法治化方向，配套严刑峻法，防止IPO天使化，打通长期资金入市堵点、痛点，进一步完善受损投资者的救济机制。 　　“资本市场已经走出了阴霾，我们不能因为这几天市场下跌就丧失了信心，要看到其运行结构、生态环境发生了重大变化。”吴晓求说，未来资本市场改革重点方向是市场化和法治化。 　　吴晓求从以下几个方面进行了详细阐述： 　　首先是严刑峻法。吴晓求说，发展资本市场需要配套严刑峻法，只有严刑峻法，才能威慑欺诈上市、虚假信息披露、操纵市场、内幕交易等违法违规行为，“严刑峻法要排在第一位”。 　　其次是防止IPO天使化或VC化。吴晓求强调，要深刻理解注册制和IPO的内在含义，资本市场在推动 中国高科 技企业发展具有战略性意义，但同时这些高科技企业必须符合IPO要求。在实践过程中，必须防止IPO天使化，还要防止个别IPO的“ICU化”。 　　“资本市场不是‘救济’市场，是为了企业更好成长。”吴晓求说，投资人需要回报，获得与风险市场相匹配的风险收益率；企业融资后要为市场提供更多利润。 　　再次是要拓展资金渠道。他说，要打通资金入市的堵点、痛点，堵点包括三年长周期考核、商业 保险 资金入市偿付能力指标等，同时进一步丰富央行关于资本市场流动性储备的预期机制。 （文章来源：上海 证券 报·中国 证券 网）
