2025年1月8日星期三农历腊月初九 　　上海多云，3~11 　　 § 今日关注 　　基本医保将放开在常住地、就业地参保户籍限制 　　 ※ 针对近期有群众反映用人单位拖欠职工工资和“五险一金”缴费，影响其医保权益保障的情况，国家医保局7日公开发布通知，进一步加强劳动者医保权益维护工作，明确各地要落实持居住证参加基本医疗 保险 工作，放开非本地户籍的灵活就业人员在常住地、就业地参加基本医疗 保险 的户籍限制。 　　这份《关于进一步加强劳动者医疗保障权益维护工作的通知》明确，大力做好劳动者参加基本医疗 保险 工作，确保应参尽参。推动超大城市、特大城市全面取消灵活就业人员在就业地参保的户籍限制。 　　通知要求，持续做好基本医疗保险关系转移接续工作，劳动者跨统筹地区流动就业并按规定参保缴费的，保障其待遇享受顺畅衔接。依托国家医保信息平台推动参保人基本医保关系转移接续全流程线上办理，提升转移接续业务办理效率，保障跨统筹地区流动就业人员待遇享受。 　　通知明确，合理设置居民医保集中征缴期，逐步实现全国规范统一，确保灵活就业人员等外出就业务工人员能够按规定缴费并享受待遇。 　　在巩固基本医保待遇保障水平方面，通知要求，各地要将多发病、常见病的普通门诊费用纳入统筹基金支付范围，有条件的统筹地区可根据经济社会发展水平和基金承受能力，稳步提升门诊保障水平。继续做好参保劳动者住院医疗费用保障，对其住院发生的基本医疗保险政策范围内费用，职工医保、居民医保支付比例分别达到80%、70%左右。 （文章来源：上观新闻）
