【明报专讯】李家超政纲提到，将为指定工作定下目标，订立「关键绩效指标」(KPI)。内地政府亦有设指标作绩效管理，2017年中共十九大提出「全面实施绩效管理」，各县市订立机制和指标评估工作绩效。其中2018年起，四川政府设立「维护绩效指标库」，提供138条「共性指标」，及6266条「个性指标」，并按「谁支出、谁负责」原则作绩效监控。四川政府亦将指标应用在政府与社会资本合作项目，以项目产出、项目效果及项目管理为指标，要在100分取80分以上，政府才全额付费。 …
