市场监管总局研究起草了《关于进一步加强网络销售消费品安全与召回监管的公告（征求意见稿）》，现向社会公开征求意见。根据征求意见稿，电子商务经营者从事网络销售活动时应提供符合保障人身、财产安全要求的消费品，依法履行消费者权益保护相关义务。电子商务平台内经营者以及通过自建网站或其他网络服务销售消费品的电子商务经营者应当建立消费品缺陷信息的收集核实和分析处理制度。 　　市场监管总局将依托国家网络交易监管平台“消费品召回信息共享”模块向电子商务平台经营者常态化推送消费品召回信息，提高网络销售消费品召回的精准性和及时性。 　　电子商务平台内经营者以及通过自建网站或其他网络服务销售消费品的电子商务经营者，在收到或获知消费品召回信息后，应当立即停止销售存在缺陷的消费品，并依法履行召回相关生产者及其他经营者义务。电子商务平台经营者应及时采取必要措施停止缺陷消费品继续在网络销售。 　　电子商务平台内经营者以及通过自建网站或其他网络服务销售消费品的电子商务经营者，因其提供的消费品存在缺陷而依法采取召回措施的，应在其从事经营活动的主页面或网站显著位置公布相关消费品召回信息，并明确告知消费者相关权利。 　　受 跨境电商 企业委托，在中国境内办理注册登记并从事 跨境电商 零售进口消费品相关业务的境内服务商，视为消费品进口商或境外生产者指定的在中国境内实施召回的机构，承担相关召回义务。 　　对不履行消费品安全与召回相关义务的违法行为，严格按照《消费品召回管理暂行规定》依法处理。 （文章来源：央视新闻）
