为保持银行体系流动性充裕，中国人民银行（以下简称“央行”）将在9月15日以固定数量、利率招标、多重价位中标方式开展6000亿元6个月期限买断式逆回购操作。在此之前，央行在9月5日已开展1万亿元3个月期限买断式逆回购操作。鉴于9月有1.3万亿元到期量，本月买断式逆回购实现净投放3000亿元，为连续4个月加量续作。 买断式逆回购操作、国债买卖操作以及中期借贷便利（MLF）操作是在央行每日根据一级交易商需求连续开展7天期逆回购操作的基础上，额外投放的中长期资金。自6月以来，央行持续在月初、月中分别开展买断式逆回购操作，呵护市场流动性，并以提前预告操作的方式稳定市场预期。 从9月银行体系流动性来看，政府债券发行、3.5万亿元商业银行同业存单到期以及居民存款“搬家”现象，都将对资金面造成扰动。9月还有3000亿元MLF到期。市场机构普遍预测，9月MLF将继续加量续作。 近期债券市场情绪陷入低迷，市场对央行重启国债买卖操作预期也在持续升温。去年8月至12月期间，央行保持每月净买入债券态势，保持流动性合理充裕，同时维稳国债收益率走势。 中国人民大学财政金融学院教授、中国社科院学部委员王国刚日前在第九届财经发展论坛上表示，国债是货币政策与财政政策相配合的主要抓手。在更加积极的财政政策持续发力的背景下，加大国债发行力度势在必行。为此，央行应加大公开市场国债买卖操作力度，配合财政政策发力，给商业银行等金融机构和金融市场以积极导向。 （文章来源：证券时报）
