北京基本法最高顾问称“一国两制”原则有待完善，但香港宪制秩序在2047年之前不会改变。<\/p>\n

沉春瑶在回归25周年前的周五法务会议上发表主旨演讲。<\/p>\n

国家两制，准确把握国家宪法与基本法的关系，保障大家的利益，保障特区的繁荣昌盛。 <\/p>\n

沉说：“五十年只是一个象征性的表达，50年后也不会改变。前50年是：我们不能改变，然后50年就会改变。”是我们不需要改变，只要我们相信一国两制。它的生命，它的生命力就会充分表现出来。”<\/p>\n

他还说，一国，两个系统需要随着时间的推移而改进或微调，以确保特区稳步前进。<\/p>\n

“我们不应该采取紧身衣的方式。我们不应该认为一旦定下来，就什么都不能改变，因为如果我们只是简单地说我们会坚持这一点，而不能随着时间的推移来改进它，那么我们将无法充分发挥它的潜力。”<\/p>\n

早前，行政长官林郑月娥在会议开幕时重申，只要按照《基本法》行事，香港就会繁荣。 <\/p>\n

她表示，香港特区面临自回归以来最重大的挑战，并补充说，引渡法案抗议活动的动荡让她意识到，任何背离一国初衷的行为， <\/p>\n

林郑月娥说：“作为特区行政长官，面对如此巨大的挑战，我越来越清楚，没有国家就没有家，而我坚信，如果我们的行动以宪法和基本法为基础，依靠祖国的力量，香港就会安定繁荣。” <\/p>\n<\/div>\n
