【明報專訊】加快發展北部都會區是新一份《施政報告》重點，政府將於明年內訂立專屬法例，授權政府簡化法定程序，初步涵蓋成立多間法定「園區公司」、加快審批建築圖則、簡化程序調整規劃限制等。李家超昨早在聯合電台節目稱，以往每次成立法定公司都要成立一條新法例，但若先成立「框架法例」，再以附屬法例成立法定公司，就可減少重複審議。他又以機場管理局為例，稱未來北都可用相類模式發展。至於專屬法例下北都園區公司的構成，財政司長陳茂波表示有多個途徑確保由政府主導產業方向。…
