【明報專訊】金管局副總裁阮國恒昨日在局方專欄《匯思》撰文指出，金管局就銀行如何處理「客戶授權支付騙案」（即客戶授權銀行過數騙徒）的損失索償提供框架指引，並於昨起就有關建議框架諮詢零售銀行意見。他表示若要釐清授權支付騙案損失的責任可以十分複雜，因此金管局希望處理個案時，於責任釐清和分擔問題上提供指引。他同時強調討論騙案損失責任時，須避免「一刀切」思維，不應只要求由銀行或客戶一方為損失負上全責，金管局在建議框架中會考慮各方責任，包括銀行、客戶自身責任，以及其他因素（見表）。…
