【明报专讯】全国人大常委会法制工作委员会副主任张勇(图)和特首林郑月娥昨日在《港区国安法》法律论坛分别表示，香港在维护国家安全上仍在「起步阶段」、「初阶」。张勇说，人大常委会的国安决定有不少内容「未有形成制度上安排」，国安法的很多条款「还有待具体实施」。全国港澳研究会副会长刘兆佳认为，进一步落实国安法条文可有多方面，例如特区可因应个别需要订立新法例，如面对更大金融安全危机、发放虚假信息危害国家安全等情况；他又不排除人大常委会面对新的国家安全威胁时可进一步修订国安法。 …
