<\/a>美國加州北區聯邦法院公開的訴訟文件揭露，Meta 公司為追求用戶增長，長期漠視未成年人安全風險，存在多項違規操作。超過 1800 名原告（包括未成年人及其父母、學區及州檢察長）聯合起訴 Meta、Snapchat 等平台，指控其「不計後果追求增長，無視產品對兒童身心健康的危害」。<\/p>\n

<\/a>訴訟文件顯示，Meta 內部早已明知平台存在嚴重安全隱患。數百萬陌生成年人通過其平台聯繫未成年人，導致青少年日均遭遇 540 萬次不當互動，而涉及飲食失調、自殺及兒童性虐待的有害內容頻繁出現卻極少被刪除。更令人震驚的是，其內部曾規定涉及性交易的帳戶需違規 16 次，第 17 次才會封禁，遠超行業合理閾值。<\/p>\n

為搶佔青少年市場，Meta 將「獲取青少年新用戶」列為核心目標，通過校方合作、課間定位推送等方式吸引低齡用戶。儘管美國法律禁止 13 歲以下用戶註冊，但 2015 年 Instagram 就有 400 萬 13 歲以下用戶，2018 年近 40% 的 9-12 歲兒童每日使用該平台。為保障增長，Meta 多次擱置安全改進：因擔心影響廣告收入取消隱藏點贊功能，為輓回用戶重新上線加劇身材焦慮的美顏濾鏡，甚至叫停 AI 識別有害內容的技術研發。<\/p>\n

更嚴重的是，Meta 還刻意隱瞞平台危害。2019 年內部研究發現，用戶停用平台一周後焦慮、抑鬱症狀顯著緩解，公司卻終止研究並在國會質詢時否認產品與青少年心理問題的關聯；2018 年調查顯示 58% 用戶存在 “問題性使用”，公開報告卻僅提及 3.1% 的重度用戶。<\/p>\n
