【明報專訊】政府昨日就營運和管理啟德郵輪碼頭的租約公開招標，租約於2028年6月1日起為期10年，政府為招標引入4個關鍵績效指標（KPI），包括每年郵輪停泊次數、非郵輪活動次數、非郵輪活動訪客人數及附屬商業區租用率，中標者至第三年起仍未達KPI須向政府補償。政府同時要求中標者一併管理碼頭的公共空間，包括平台花園和天台公園等。經濟學者李兆波向本報稱，政府引入的KPI合理，不難達標，他建議有意營辦者伙拍「頂級商場發展商」合作，有助帶旺「死場」。…
