【明報專訊】政府正推動北部都會區發展，之前提出以人參與方式發展3個試行「片區開發」模式，其中洪水橋「片區」率先於今日招標，招標期半年，明年7月3日截標。發展局長甯漢豪表示，今次招標採「雙信封制」，非價格評分比重佔七成。她又稱招標條款已按市場反映調整，除了減少公路建設負擔，縮減土地開發規模，亦加多1幅住宅用地（共3幅）、容許分期付地價、不同地塊有各自地契、建築規約延至7年等，以增加項目財務吸引力，便利不同背景資金合組財團，以及減輕開發商現金流壓力。…
