飲用水風波｜專責小組完成調查 政府正徵詢律政司意見料下月公布 撰文：洪戩昊 出版：更新： 財經事務及庫務局發言人今日（30日）表示，由財庫局局長許正宇領導的專責小組現已完成檢視現行政府採購制度的工作，而就採購樽裝飲用水事件進行的紀律調查亦在不久前完成；政府現正審視調查報告的內容，預計於下月內採取紀律行動，然後與專責小組的報告一併作總結公布。 政府港島及新界區辦公室今年6月改為向內地品牌「鑫樂」、「Happy喜士」訂水，豈料8月16日卻指因未能信納鑫樂供應商「鑫鼎鑫」能繼續履行合約，而將其暫停並報警。警方調查揭發鑫鼎鑫涉詐騙，公司一名六旬男董事更被控一項欺詐罪。財庫局亦成立一個跨部門專責小組審視現有政府採購機制。 局方發言人表示，專責小組在10月公布並落實一系列先行措施以加強防範欺詐行為後，一直持續探討更進一步的優化措施，現已完成檢視現行政府採購制度的工作。而就採購樽裝飲用水事件進行的紀律調查亦在不久前完成；政府現正審視調查報告的內容，並徵詢律政司意見，以決定應採取的紀律行動。有關結果會盡快公布，預計於下月內完成，然後與專責小組的報告一併作總結公布。 此外，政府物流服務署今日為港島和部份離島政府辦公室樽裝飲用水合約進行公開招標。按照在今年10月所頒布的新指引，是次招標在擬備招標文件、評審投標書及合約管理各個階段中，都加強相關要求，以協助採購人員更有效防範詐騙行為和揀選具備足夠能力按合約條款穩定供應樽裝飲用水的供應商。
