【明報專訊】巴士安全帶法例昨日生效，本報記者在14條巴士線觀察乘客佩戴安全帶情况，發現14程車共235名乘客坐於設有安全帶的座位，當中91人佩戴安全帶，比例不足四成。運輸及物流局長陳美寶昨在無綫節目《講清講楚》表示，法例實施首個月將以「教育及宣傳」為主，警方執法時會確保「情理法」兼備，希望人性化處理，推出措施並非為懲罰乘客；又稱法例有「合理辯解」條例，若出現不可預見情况或特別原因導致乘客不能佩戴安全帶，可視為合理辯解。…
