中国人民 银行 国家发展改革委财政部联合印发《关于扩大科技创新和技术改造贷款投放进一步支持设备更新的通知》 为认真落实党中央、国务院部署，用好科技创新和技术改造再贷款，激励引导金融机构进一步加强对科技创新和大规模设备更新的金融服务，近日，中国人民 银行 、国家发展改革委、财政部联合印发《关于扩大科技创新和技术改造贷款投放进一步支持设备更新的通知》（以下简称《通知》）。 《通知》坚持扩大内需战略基点，优化“两新”政策实施，创新科技金融服务，发挥好科技创新和技术改造再贷款增量政策作用，强化政策协同，不断提升金融服务中小科技型企业、大规模设备更新的能力和质效，加快重点领域高端化、智能化、绿色化、数字化设备推广应用。 《通知》聚焦金融服务科技创新和设备更新的重要环节，全链条优化政策举措。扩大支持科技创新和设备更新的范围，将研发投入水平较高的民营中小企业纳入再贷款政策支持领域，将技术改造和设备更新贷款支持范围扩展至 电子 信息、 人工智能 、设施农业、消费商业设施等14个领域。提升贷款服务质效，着力做好对企业购买 人工智能 设备和软件服务的金融服务，促进“ 人工智能 +产业”发展。优化再贷款发放和管理，提高政策实施效率。 下一步，中国人民 银行 、国家发展改革委、财政部将会同有关部门全力推动《通知》各项举措落实落地，加强跟踪监测和部门协同，引导金融资源精准有力支持科技创新和设备更新，为产业转型升级营造有利金融服务环境。 来源：中国人民银行 （文章来源：上海证券报）
