根据《中华人民共和国出口管制法》和《中华人民共和国两用物项出口管制条例》等法律法规有关规定，决定将三井E&S株式会社等无法核实两用物项最终用户、最终用途的20家日本实体列入关注名单(见附件)。 出口经营者向上述实体出口两用物项，不得申请通用许可或者以登记填报信息方式获得出口凭证；申请单项许可时，应当提交对列入关注名单实体的风险评估报告，并提供不将两用物项用于一切有助于提升日本军事实力用途的书面承诺。许可审查期限不受《中华人民共和国两用物项出口管制条例》第十七条第一款规定期限的限制。 商务部将对关注名单中实体的两用物项出口实施更严格的最终用户和最终用途审查，涉日本军事用户、军事用途，以及一切有助于提升日本军事实力的其他最终用户用途出口不予批准。 列入关注名单的实体根据《中华人民共和国两用物项出口管制条例》第二十六条规定，履行配合核查义务的，可申请移出关注名单。商务部核实后，可以将其移出关注名单。 本公告自公布之日起正式实施。 附件：关注名单(2026年6月29日) 商务部 2026年6月29日 附件 关注名单 (2026年6月29日) 1. 三井E&S株式会社(MITSUI E&S Co., Ltd.) 地址：日本东京都中央区筑地5丁目6番4号 邮编：104-0045 2. 三井物产航空航天株式会社维修中心(Mitsui Bussan Aerospace Co., Ltd.
