商业 银行 2026年同业存单年度发行计划迎来密集“出炉”。7月29日，北京商报记者根据中国货币网、Wind数据统计发现，截至当日19时，已有193家 银行 披露了2026年度同业存单发行计划，六大国有行整体发行计划规模较上年末小幅下降，其中， 农业银行 、 建设银行 、 交通银行 上调发行计划额度， 工商银行 、 中国银行 发行计划则出现下降；股份制 银行 中仅少数机构小幅扩容，多家银行大幅缩减发行计划；城商行、农商行、民营银行扩容力度突出，部分银行发行计划同比涨幅超90%。与以往在2—3月集中披露不同，2026年度同业存单发行计划“姗姗来迟”与中国人民银行6月发布的《同业存单管理办法（征求意见稿）》（以下简称《征求意见稿》）息息相关，《征求意见稿》拟将沿用十余年的静态备案机制升级为动态调整模式，在分析人士看来，在新监管政策的导向下，银行负债端管理有望切换至额度与成本双重约束模式。 发行计划扩容与收缩并行 7月29日，北京商报记者根据中国货币网、Wind数据统计发现，截至当日19时，已有193家银行披露了2026年度同业存单发行计划。纵观目前整体数据，六大国有行仍是同业存单市场的规模主力军，2026年合计发行计划规模为107553.5亿元，相较2025年的107696亿元小幅缩减142.5亿元，整体降幅0.13%，总量层面基本维持平衡。 农业银行 、 建设银行 、 交通银行 均上调发行计划， 农业银行 以23557.1亿元的年度发行规模稳居六大行首位，较2025年同比增长8.06%； 建设银行 发行额度也迎来扩张，2026年发行计划为22600亿元，同比大增2626亿元，涨幅13.15%，增速领跑六大行； 交通银行 小幅上调供给，2026年度额度扩充至20000亿元。 邮储银行 则是连续两年将同业存单发行规模锁定在8700亿元，无增减调整。 与上述银行形成反差的是 工商银行 、 中国银行 两家大行，二者主动收缩同业存单发行额度。前者2026年发行计划为18340亿元，同比下滑17.97%； 中国银行 年度计划发行同业存单14356.4亿元，同比减少1006.6亿元，降幅6.55%。 股份制银行迎来集体收缩潮，已披露发行计划的11家全国性股份制银行中，仅 光大银行 、 华夏银行 、 渤海银行 三家银行上调存单发行额度。具体来看， 光大银行 、 渤海银行 、 华夏银行 2026年存单发行计划分别为10500亿元、2895亿元、6200亿元，同比增幅分别为5.13%、4.25%、3.33%。 除去上述机构，其余股份制银行选择收缩同业存单发行规模，其中， 兴业银行
