记者 李凯旋 四川省委社会工作部联合13个部门印发《关于加强全省志愿服务组织综合监管的若干措施（试行）》，围绕登记管理、收费行为、财税金融、协同监管等关键环节提出25条具体举措，着力构建全链条、多维度、立体化的综合监管体系。 近年来，个别组织和个人打着志愿服务的幌子引流牟利、售卖虚假志愿服务时长证明、假冒官方背景误导公众。这些举措从登记审查、主管责任、重大事项报告、退出机制等方面进行了规范；明确登记管理机关按聚焦主业原则加强名称审核和业务范围审定、业务主管单位承担监管职责，推行由登记到退出的全周期闭环管理。 社会工作部门还将牵头建立联席会议制度，按照“双随机、一公开”要求每年开展联合执法检查；公安、市场监管部门依法打击以志愿服务名义实施的违法犯罪、商业违规等行为；相关部门及时预警并核查频繁变更名称、资金来源不明的组织，将信用信息纳入社会信用体系，守信激励、失信惩戒。 原文刊载于2026年08月17日《人民日报》第08版
