四川在线记者 魏冯 到2025年，健全居家社区机构相协调、医养康养相结合、综合连续覆盖城乡的老年健康支撑体系，人均预期寿命达到78.2岁以上，人均健康预期寿命稳步提高……近日，省卫生健康委联合省发展改革委等9部门制定《四川省银龄健康工程实施方案(2022—2025年)》(简称《方案》)，意味着四川银龄健康工程正式启动实施。《方案》旨在不断增强全省老年人获得感、幸福感、安全感。 《方案》提到，坚持关口前移，加强老年预防保健。如每年至少为650万65岁及以上老年人提供健康管理服务；引导医疗卫生机构分类定制老年人个性化签约服务包，完善签约服务收费；开展营养健康食堂建设，为老年人提供营养配餐和膳食指导；开展老年人心理关爱项目，每个县(市、区)设立为老年人及监护人提供公益服务的心理援助热线。 《方案》提到，补齐短板弱项，便利老年人看病就医。如加快推进省老年医院建设，二级及以上综合性医院设立老年医学科比例达到60%以上，每个市(州)至少有3家医疗机构开展老年人居家医疗服务；推动建制乡镇卫生院全部设立中医综合服务区等。 《方案》提到，要突破难点堵点，加快医养结合示范省建设。如新增300个公办医养服务中心，开展失能老年人“健康敲门行动”，每年至少为20万名65岁及以上失能老年人提供免费上门健康服务等。 《方案》还提到，要兼顾公平可及，解决老年健康服务不平衡问题。如民族地区常住人口8万以上的县(市、区)至少有1所县级公立医院设立老年医学科，常住人口8万以下的县(市、区)至少有1所县级公立医院设立老年医学门诊。加强45个乡村振兴重点帮扶县县级医疗机构老年医疗精准对口帮扶。统筹完善基本医保、大病保险、医疗救助三重制度综合保障政策，防范化解老年人因病致贫返贫等。
