四川在线记者 江芸涵 四川在线记者4月6日获悉，省教育厅、省委编办、省民政厅和省市场监管局日前联合发布《关于转发的通知》，要求严格清理面向中小学生的各类竞赛活动，未经批准或举办依据不足的竞赛活动一律停止。 《通知》强调，各市(州)要高度重视，认真贯彻落实，严格清理面向中小学生的各类竞赛活动，未经批准或举办依据不足的竞赛活动一律停止。从严控制、严格管理面向中小学生的各类竞赛活动，原则上不得举办面向中小学生的学科类竞赛活动。按照“属地管理”原则，加强日常监管，严肃查处面向中小学生的各类违规竞赛活动。同时，严格规范中小学办学行为。“不得以各类竞赛成绩作为招生入学、转学、插班依据或参考;不得登记、收取中小学生竞赛或等级的证明材料(含复印件);不得要求填报中小学生竞赛或等级证书情况。” 此前，教育部、中央编办、民政部和市场监管总局联合印发了新修订的《面向中小学生的全国性竞赛活动管理办法》(以下简称《管理办法》)，要求地方各级教育行政部门、各中小学校、各类教育机构和其他机构均不得组织承办或组织中小学生参加清单之外的竞赛活动，不得为违规竞赛提供场地、经费等条件。针对部分竞赛违反“零收费”规定，花式变相收取各种费用、借竞赛名义开展培训、转嫁成本等问题，《管理办法》新增了防止各种变相收费的细化要求。《管理办法》明确要求，竞赛以及竞赛产生的结果不作为中小学招生入学的依据，并要求举办单位在证书上标明不作为依据的声明字样，坚决避免因竞赛加剧不良竞争，进而增加中小学生课外负担问题。
