【明報專訊】今年上半年立法會財委會通過的52個項目當中，有約三分一即19項有在財會討論，上年度則約一半項目有討論。財委會去年修改會議程序，如果人事編制或工務小組建議毋須在財委會進一步討論的項目，須有3名財委會委員聯名要求推翻、過半委員同意通過才可討論。有議員批評門檻太高，導致部分撥款項目討論不足，希望放寬。財委會主席陳健波表示，短期內不會再修改會議程序，不過實行上有微調空間。…
