四川在线记者 曹凘源 4月4日，省委常委、常务副省长、省安委会第一副主任罗文带队赴德阳绵竹、成都彭州等地检查指导安全生产工作，强调要深入贯彻落实习近平总书记关于安全生产工作的重要指示精神，按照全国、全省安全生产电视电话会议安排部署，充分认清做好安全生产工作的极端重要性，逐条落实国务院安全生产15条硬措施，牢牢守住安全底线，切实维护人民群众生命财产安全。 罗文一行先后前往四川省绵竹兴远特种化工有限公司、四川绵竹川润化工有限公司和中石油西北销售公司彭州油库等生产经营企业，详细了解领导值班、监控人员在岗在位情况以及各点位生产运行和应急人员、物资保障情况，实地检查安全生产责任制落实和监管体系建设工作情况。 罗文要求，要落实好各级党委政府“党政同责”领导责任和部门“三个必须”监督管理责任，深刻汲取省内外有关事故教训，扎实开展安全生产专项整治三年行动，全面排查整治风险隐患，建立兜底性防护措施。要督促企业切实履行安全生产主体责任，聚焦生产经营关键环节，建立安全生产日常记录、安全风险评估报告、轮班值守问题交接等工作机制，强化企业内部协同联动，提升岗位风险预判和应急处置能力，真正把责任落实到最小工作单元。要加强执法检查，对发现的各类安全问题，实行“清单制+销号制”逐一限期整改，问题不整改到位决不放手，真正做到较真逗硬，坚决杜绝重特大生产安全事故发生。
