四川在线记者 寇敏芳 日前，四川省自然资源厅下发《关于进一步加强垦造水田工作的通知》(简称《通知》)，明确“向水要地”实施方案，提出重点结合大中型水利工程和各类耕地建设项目集成区域，稳妥有序推进垦造水田工作。 “向水要地”，通俗来讲就是通过水资源开发及优化配置，把靠天吃饭的旱地变为水浇地，把二半山以下有条件的水浇地变成水田，全面提高好田好土的数量和比例，全面提升粮食生产能力。 《通知》指出，垦造水田必须立足耕地保护优先，合理测算未来一定时期建设项目拟占用水田数量，全面摸清可垦造水田潜力，按照耕地占补平衡需要和后备资源状况科学制定垦造水田任务计划；依托自然资源禀赋，因地制宜，重点考虑大中型水利工程和各类耕地建设项目集成区域；将垦造水田与土地开发、土地整理、土地复垦等土地综合整治和高标准农田建设项目有机结合，充分征求集体经济组织和承包经营权人意见，维护群众合法权益。 为确保新增水田数量真实、质量可靠，《通知》提出了一系列管理要求，选址立项时，要绕避生态相对脆弱区域，严格控制规划设计变更；过程监管中，运用“天府调查云”，卫星影像等技术手段，全天候监测项目实施，从严核定新增水田，严防新增水田撂荒、改变种植属性等行为。
