5日，第五届中国国际 进口博览 会期间举行的虹桥国际经济论坛“数字贸易的创新发展：机遇与挑战”分论坛上，中国社会科学院副院长高培勇指出，数字贸易是未来全球贸易增长的 新动力 。 高培勇指出，全球贸易的本质是国家间的分工和交换。自英国工业革命以来，全球贸易的分工形态经历了产业间分工、产业内分工、产品内分工等形态。以全球价值链为主要特征的产品内分工自20世纪80年代以来不断深化。国际金融危机以来，产品内分工的深度和广度有所减缓。与此同时， 数字经济 的发展催生数字贸易蓬勃发展。 “数字贸易打破了贸易的时空属性，不仅使传统贸易的主体发生了改变，而且正促进贸易运营方式等方面的变革，为传统货物贸易和服务贸易的发展提供新动能。未来数字技术创新不仅会进一步扩大数字贸易的边界，而且将促进数字贸易不断向高附加值方向发展。”他说。 高培勇直言：“ 数字经济 是全球经济发展的 新动力 ，是促进经济复苏的新引擎。数字贸易是未来全球贸易增长的 新动力 。” 但他也提醒，从全球看，数字贸易仍处在发展初期，在发展进程中，依然存在数字基础设施发展不均衡、跨国数字平台垄断，以及数字贸易发展的营商环境有待改善等问题。 在他看来，提升全球数字贸易开放水平需要对数字贸易壁垒进行有效治理。当前， 数字经济 治理尚未形成全球性共识，呈现碎片化趋势，不利于全球数字贸易开放水平的提升。各主要经济体在推进数字贸易规则方面需要进一步协调，加快形成全球数字贸易规则。 （文章来源：中国新闻网）
