为推动 京津冀 地区 银行 业 保险 业金融机构加强新市民金融服务，促进人才、劳动力等生产要素自由流动和优化配置，4月18日，北京、天津、河北三地银保监局联合正式发布《关于加强新市民金融服务支持 京津冀 协同发展的通知》（下称《通知》）。 《通知》聚焦提升新市民金融服务效能，提出资源、信息、权益、平台及监管“五项支撑”，以保障政策机制落实落细、长期见效。其中，关于信息支撑。三地银保监局表示，鼓励辖内 银行 保险 机构主动对接当地综合金融服务平台或信用信息平台，加快推动新市民信用体系建设。 早在2月24日，记者从银保监会获悉，相关银保监局当前正在积极联合地方政府部门，探索构建新市民身份识别和信用评价体系，努力解决新市民征信、 社保 、纳税、公积金等历史数据积累少、评价难等问题。彼时已有15个省（区、市）正在探索建立新市民 大数据 平台。 下一步，银保监会也曾表示，将指导派出机构进一步建立健全与地方政府常态化工作协调机制，推动新市民公共信息与金融信息共享整合应用，完善新市民信用体系。推动金融机构完善内部绩效考评机制，贴近新市民群体需求创新金融产品和服务，积极构建新市民金融服务长效机制。 （文章来源：新京报）
