据上海市人民政府官网“市委领导信箱”公开信息，近期有市民提出“关于多孩家庭购买改善型住房的建议”。该建议称，大多家庭在生育二胎三胎之后会面临住房面积不足的问题，因此购买改善型住房是大多数多孩家庭都会考虑的一步。购房大多又需要贷款，但上海现有贷款政策将名下无房但已有贷款记录的、需要购买改善型住房的购房者，也按二套房 利率 来计算贷款。 该建议认为， 如鼓励生育，在符合多孩和一定居住改善的条件下，可在贷款上给予一定的 利率 优惠，比如仍按首套房利率来计算，否则对于二胎三胎家庭来说，在如今市场情况下，置换房屋的压力非常大。 对此，人民 银行 上海总部日前回复称，根据《关于进一步做好个人住房贷款政策相关工作的通知》、《关于促进本市房地产市场平稳健康有序发展进一步完善差别化住房 信贷 政策的通知》的精神，上海符合下列情形之一的居民家庭申请商业性个人住房贷款，购买普通自住房的，首付款比例不低于50%；购买非普通自住房的，首付款比例不低于70%。 1、在本市无住房但有商业性住房贷款记录或公积金住房贷款记录的； 2、在本市已拥有1套住房的。 人民 银行 上海总部回复表示，“市政府相关部门按照因城施策、一城一策的原则统筹研究针对特殊群体、特殊区域的房地产调控政策，人民 银行 根据市政府相关要求，配合落实好差别化住房信贷政策”。 （文章来源：上海 证券 报·中国 证券 网）
