据国家金融监督管理总局网站消息，11月1日，金融监管总局发布了《 商业银行资本管理办法 》。 其中提出，商业 银行 各级资本充足率不得低于如下最低要求：（一）核心一级资本充足率不得低于5%。（二）一级资本充足率不得低于6%。（三）资本充足率不得低于8%。商业 银行 应在最低资本要求的基础上计提储备资本。储备资本要求为风险加权资产的2.5%，由核心一级资本来满足。国家金融监督管理总局有权根据宏观经济金融形势、 银行 业整体风险状况以及单家银行经营管理和风险水平等情况，对储备资本要求进行调整。 此外，商业银行的杠杆率不得低于4%。系统重要性银行在满足上述最低杠杆率要求的基础上，还应满足附加杠杆率要求。国内系统重要性银行的附加杠杆率要求由中国人民银行会同国家金融监督管理总局另行规定。 （文章来源：界面新闻）
