当地时间8日晚间， 欧洲议会、欧盟成员国和欧盟委员会三方就《 人工智能 法案》达成协议。 欧盟表示，此举是为了让这项技术的使用更加安全，并更好地促进行业发展。 该法案按照不同的风险类别为 人工智能 技术应用进行了分类，从“不可接受”，也就是必须禁止的技术，到高、中、低风险的 人工智能 等，通过识别不同风险来进行监管。 根据法律， 对人类安全具有不可接受的风险的人工智能系统将被禁止使用。 对高风险的人工智能技术应用，欧盟将在使用相关技术的产品投放市场前进行严格评估，建立风险管理体系。 而备受关注的生成式人工智能，也就是包括ChatGPT在内的模型，也需要遵守新的透明度要求。欧盟要求其在投放市场前起草技术文件、遵守欧盟版权法等。 欧盟官员同时表示，希望新的法案可以帮助欧盟地区的人工智能技术更好地发展，提升行业竞争力。 欧盟委员会内部市场委员布雷顿 ：我相信《人工智能法案》不仅是一本规则手册，也将成为欧盟初创企业和研究人员引领全球人工智能竞赛的助推器。 2021年4月，欧盟委员会提出《人工智能法案》提案的谈判授权草案。在今年ChatGPT引发广泛关注后，欧盟进一步加快了推进《人工智能法案》的步伐。路透社报道称，这项法案最早将于明年初生效。 （文章来源：央视财经）
