近年来，山东省郯城县认真贯彻落实开发区体制机制改革的任务部署，在专业化团队、市场化运行、集聚化招引、前置化服务等方面深入探索创新，蹚出了一条开发区高质量发展的新路径。2022年，山东郯城经济开发区共有企业425家，其中规上工业企业161家、高新技术企业79家、 专精特新 企业42家、上市企业3家。今年8月份，开发区化工园区顺利通过评估复核，达到D级园区水平。 选优配强专业化园区队伍。以专业化建设为突破点，大胆尝试打破机关单位选人用人机制限制，激发园区发展活力。按照“择优选配、统筹安排”原则，“大部制、扁平化”要求，制定绩效考评办法，园区运营更加专业化。 建立健全市场化运行机制。实行“管委会+公司”园区运行模式充分挖掘园区资源和国有资产存量，为重大项目落地提供了强有力的资金支撑。创新“园区+ 银行 +信托”多元融资模式，发行信托 基金 ，融资6000万元用于园区基础设施建设，全面提升园区基础设施配套水平。 创新探索集聚化招引机制。围绕化工、信息技术、医药等主导产业，落实“精准招商、才聚郯城”，锚定主导产业链需求，高标准打造化工产业园、医药产业园、高科技电子产业园3个产业化园区，先后有18家高端人才孵化项目在园区实现产业化，每年新增产值5亿元。 全面提升前置化营商环境，优化审批流程。实行“一窗受理”“集成服务”“一次性告知”等工作制度。今年，园区22个项目全部实现超前落地开工。建立开发区3级网格化服务机制，网格长、网格员定期深入帮包企业，及时协调解决影响企业发展的困难问题120余件，为企业健康发展提供了有力保障。 （数据来源：山东郯城经济开发区管理委员会） （文章来源：经济日报）
