临近岁末，又一家第三方支付机构收到了千万级的巨额罚单。12月26日，中国人民 银行 上海市分行公布的行政处罚决定书显示，得仕股份有限公司（以下简称“得仕股份”）因违反商户管理规定和违反清算管理规定，被警告，没收违法所得242.615373万元，罚款8630.503838万元。 此外，时任得仕股份有限公司总经理陈某，因对得仕股份违反清算管理规定的行为负有责任，被警告。时任得仕股份助理总经理李某彤，因对得仕股份违反清算管理规定的行为负有责任，被警告，罚款10万元。以上行政处罚的决定日期是2023年12月19日。 值得一提的是，作为一家获批的第三方支付机构，得仕股份的支付牌照有效期却一直停留在2021年8月28日。根据人民 银行 2021年8月29日公布的《非 银行 支付机构〈支付业务许可证〉续展行政许可公示信息（2021年8月第二批）》，因得仕股份存在《中国人民银行行政许可实施办法》第二十四条规定的情形，人民银行决定中止对其《支付业务许可证》续展申请的审查。 根据其官网介绍，得仕股份成立于2006年，是上海地区最早取得第三方支付业务许可证的企业之一。主营业务范围包括预付卡发行与受理、互联网支付等。 回顾2023年，在得仕股份被罚之前，第三方支付行业已出现了不少“重罚”。今年年内，财付通、支付宝、中汇支付等成为被央行罚超千万的第三方支付机构。人民银行最新信息显示， 当前已获支付业务许可的机构共186家，已注销支付业务许可的机构累计达85家。 （文章来源：每日经济新闻）
