记者王玉 国家发展和改革委员会周六发布消息称，近日，国家发展改革委商有关部门下达2023年 增发 国债第二批项目清单，共涉及增发国债项目9600多个，拟安排国债资金超5600亿元。 发改委表示，截至目前，前两批项目涉及安排增发国债金额超8000亿元，1万亿元增发国债已大部分落实到具体项目。 第二批项目清单包括以海河、松花江流域等北方地区为重点的骨干防洪治理工程、其他重点防洪工程、灌区建设改造和重点水土流失治理工程、城市排水防涝能力提升工程、重点自然灾害综合防治体系建设工程等领域项目。项目的建设实施对加快完善我国防洪工程体系、应急管理体系，系统化提升防灾减灾救灾能力，更好保障人民群众生命财产安全具有重要意义。 此前，国家发展改革委、财政部会同有关部门已下达2023年增发国债第一批项目清单，涉及2900多个项目，国债资金预算2379亿元，其中：灾后恢复重建和提升防灾减灾能力补助资金1075亿元、东北地区和 京津冀 受灾地区等高标准农田建设补助资金1254亿元、重点自然灾害综合防治体系建设工程补助资金（气象基础设施项目建设）50亿元。 （文章来源：界面新闻）
