上证报中国 证券 网讯（记者常佩琦）今年政府工作报告提出，优化融资增信、风险分担、信息共享等配套措施，更好满足中小微企业融资需求。 对此，招联首席研究员、复旦大学金融研究院研究员董希淼表示，这将提高中小微企业承接金融服务的能力，也将增强金融机构提供金融服务的意愿和能力。 “中小微企业普遍存在缺数据、缺征信、缺担保等‘三缺’现象。”董希淼认为，应进一步建立健全企业、 银行 、政府各方责任共担和损失分担机制，如不断完善政府主导的融资担保体系尤其是中小微企业 信贷 担保体系，建立中小微企业风险补偿 基金 ，降低中小微企业“三缺”对融资的影响。 董希淼建议，推动担保费率逐步降低。同时，充分发挥金融科技在中小微企业融资中的作用，建设全国性或区域性中小微企业信息共享平台，一方面弥补企业信用数据较少等不足，另一方面提升金融服务质效。 他还建议，构建和完善针对中小微企业的征信体系和失信惩戒机制，提升中小微企业信用基础水平，改善民营企业金融服务的信用环境。 （文章来源：上海 证券 报·中国 证券 网）
