4月18日～19日，国际货币基金组织（IMF）在美 国华 盛顿特区召开第49届国际货币与金融委员会（IMFC）会议。会议讨论了全球经济金融形势、基金组织工作等议题。中国人民 银行 行长潘功胜出席会议并发言。 潘功胜指出，今年以来，中国经济运行延续回升向好态势，高质量发展扎实推进，为完成全年经济社会发展目标打下坚实基础。稳健的货币政策灵活适度、精准有效，强化逆周期调节，综合运用利率、准备金、再贷款等工具，切实服务实体经济，有效防控金融风险，为经济回升向好创造适宜的货币金融环境。 潘功胜强调，份额占比调整对于基金组织治理、代表性和合法性都至关重要。各方应合作推动基金组织份额改革，尽快就新的份额公式达成共识，为实现份额占比调整奠定基础。债务处理应坚持“共同行动、公平负担”原则，多边开发 银行 应作出应有贡献，私人部门债权人应按照可比方式参与重组。 会议认为，全球经济呈现韧性，有望实现软着陆，但复苏在各国间仍不均衡。当前的工作重点是实现物价稳定，加强财政可持续性，维护金融稳定，推动包容和可持续的经济增长。会议重申支持强劲的、以份额为基础的、资源充足的基金组织作为全球金融安全网的核心，呼吁基金组织执董会于2025年6月前形成指导份额占比调整的总体安排，包括达成新的份额公式。 （文章来源： 证券 时报）
