针对分红不达标是否会被退市等问题，中国证监会上市公司监管司司长郭瑞明16日表示，公司如仅因分红不达标被实施其他风险警示(ST)，并不会导致退市。 郭瑞明表示，分红不达标实施ST，主要着眼于提升上市公司分红的稳定性和可预期性，重点针对有能力分红但长期不分红或者分红比例偏低的公司。需要指出的是，ST不是退市风险警示(＊ST)，主要是为了提示投资者关注公司的风险。公司如仅因此原因被ST，并不会导致退市；满足一定条件后，就可以申请撤销ST。 郭瑞明表示，实施ST针对的是有盈利的企业，即最近一个会计年度净利润为正值且母公司报表年度末未分配利润为正值的公司。在判断实施条件上，只有当三年累计的分红比例(最近三个会计年度累计现金分红总额低于最近三个会计年度年均净利润的30%)和分红金额(主板为最近三个会计年度累计分红金额低于5000万元人民币，科创板和创业板为3000万元人民币)均不满足要求时，才会被实施ST。 郭瑞明表示，规则设置的条件，充分考虑了科创板和创业板企业研发投入大，部分企业仍处行业发展早期的特点。对于研发强度大(最近三个会计年度累计研发投入占累计营业收入15%以上)或研发投入大(三年累计在3亿元人民币以上)的企业，即使分红未达到上述条件的，也不会被实施ST。 郭瑞明透露，以2020年度至2022年度数据测算，沪深两市可能触及该标准的公司数量仅80多家。 （文章来源：中国新闻网）
