6月14日，中国 证券 业协会召开2024年第二季度 证券 基金行业首席经济学家例会。 与会专家认为，新“国九条”进一步明确了资本市场高质量发展的总体框架，围绕如何促进资本市场主要参与主体，持续提升质量和水平提出了相关要求和举措。 专家建议，一是加大对创业企业股权融资支持力度，综合发展风险投资基金、私募股权投资基金、产业基金，推动更多社会资本流入科技创新领域，孵化更多科创型企业。二是优化长期资本和耐心资本的投资环境，通过税收减免、政策激励等手段，引导社保基金、 养老金 、企业年金、职业年金和产业资本等长期资金更多的流向创新型和科技型企业，支持新质生产力的发展。三是培育壮大专业机构投资者队伍，鼓励公募、私募、 保险 、企业年金等加大对创新领域的长期价值投资，发挥资金优化配置的专业优势。四是完善常态化的退市机制，及时淘汰低质低效企业，把资金和资源更多配置到创新能力强、发展前景好的优质企业。五是加强对上市公司违法行为的处罚力度，压实会计事务所等中介机构的审计责任，保护中小投资者利益。 （文章来源：第一财经）
