四川在线记者 李丹 记者4月11日从四川省民政厅获悉，以目标为导向、以问题为导向，省民政厅协同业务主管单位开展社会组织综合监管，严格依法行政，近期重拳整治了两家违法违规的全省性社会组织。 四川新华系统科学研究院擅自出租、出借民办非企业单位证书、印章，四川省养老助老服务发展基金会2020年度未完成慈善活动支出以及利用关联关系损害慈善组织、受益人的利益和社会公共利益，违反《中华人民共和国慈善法》《民办非企业单位登记管理暂行条例》《基金会管理条例》相关规定，已经构成违法。 根据四川新华系统科学研究院、四川省养老助老服务发展基金会违法行为的事实、性质、情节、社会危害程度和相关证据，按照《四川省民政系统行政处罚裁量标准》，依据《民办非企业单位登记管理暂行条例》第二十五条第一款第一项、《基金会管理条例》第四十二条第一款第四项等的规定，四川省民政厅对四川新华系统科学研究院、四川省养老助老服务发展基金会分别作出停止活动3个月的行政处罚，并列入社会组织严重违法失信名单。
